- General Procurement Notice for Procurement of Goods and Consultancy Services for the Project to Support the Resilience of Agricultural Groups and Holdings in the North and East Regions of Guinea Bissau (PARGEA) The project has the following main objectives: The overall objective of the project is to contribute to improving the resilience of producers through capacity building of national structures and producers; The specific objectives of the project are: (i) improvement of the National Agricultural and Rural Sector Strategic Framework; and (ii) building national operational capacities in climate risk management, early warning and rapid response. Goods: (i) Acquisition of computer equipment and digital scales; (ii) Acquisition of software for monitoring agricultural and rural producers as well as user training; (iii) Acquisition of 200 highdensity polyethylene water supply pipes, 10 rainfall stations, 4 agro-meteorological stations for the rehabilitation of meteorological observation networks and 600 peasant rain gauges in the regions of Oio (Farim) ; Cacheu (Cacheu); Bafata (Bafata); and Gabú (Gabú); (iv) New configuration of the TOM2PRO accounting, administrative and financial management software. Consultancy services ()Development of a strategy for the promotion of Service Companies for Farmer Organizations; (2) Study on the inventory of the production and use of climate and agro-meteorological information in the national extension system; (3) Updating of the national plan for food and nutrition security and the national action plan for social protection; (4) Recruitment of an international consultant technical assistant in procurement for PARGEA, PACVEAR and PDCV-Riz; (5) Recruitment of a consultant for the development of the national agricultural extension strategy; (6) External audit of the 2022, 2023 financial statements and closing audit; (7) Recruitment of a consultant for the study for the structuring and capacity building of producer organizations and development of an action and monitoring plan; (8) Recruitment of a consultant for the development of the National Early Warning Response Strategy; (9) Recruitment of a consultant to draft regulations governing farmers' organizations and agricultural cooperatives; (10) Agreement with the National Institute for Agricultural Research (“INPA”) for the supply of basic seeds to agro-multipliers and training; (11) Agreement with the NGO PALMERINHA for the development and distribution of posters on the technique of manufacturing improved stoves, in national languages and in Portuguese- Training of extension agents on the techniques of manufacturing improved stoves as well as training women in rural communities to techniques for making improved cookstoves; (12) Agreement with the NGO AMAE to support the establishment of 30 resilience funds for women working in market gardening areas; (13) Agreement with QNCOCPA-GB to support the Platform for Consultation of Farmer Organizations and Agricultural Producers: Training of women in packaging production - Production of guides for information management during agricultural campaigns - Training of producers leaders in the use of these guides and on organizational development and marketing - Organization of regional workshops to raise awareness - disseminate - ROPPA's operational guidelines and strategy [Disclaimer: The above text is machine translated.
