  • Tenders are invited for Acquisition of Machinery and Operating Vehicles for EAGB - PDSDE. The Government of the Republic of Guinea Bissau has obtained financing from the African Development Bank, hereinafter referred to as the Bank, to finance the Electricity Distribution System Development Project in the City of Bissau, and intends to Use part of this funding to make payments under the Contract for the acquisition of machinery and operating vehicles for EAGB. "For this Contract, the Borrower shall make payments using the Direct Payment disbursement method, as defined in the Bank's Guidelines for Disbursements under Investment Project Financing, with the exception of payments for which the contract stipulates that payment will be made by Letter of Credit”. 1. The Government of the Republic of Guinea Bissau obtained financing from the Bank Development Bank, hereinafter referred to as the Bank to finance the Project of Development of the Electricity Distribution System in the City of Bissau, and the intention to use part of this funding to make payments under the Contract for the acquisition of machinery and operating vehicles for EAGB. “For this Market, the Borrower will make payments using the Payment disbursement method Direct, as defined in the Bank's Guidelines for Disbursements in the framework of Investment Project Financing, with the exception of payments for which the contract stipulates that payment will be made by Letter of Credit". 2. The Management Unit of the Electricity Service Improvement Project in the city of Bissau solicits sealed bids from eligible bidders who meet the qualifications required to provide operating machinery and vehicles for EAGB distributed as follows: a) 1 crane truck of 15 tons, b) 1 mini backhoe loader, c) 2 vehicles of maintenance. The equipment will be delivered to the EAGB Central Depot in Bissau. The execution time is nine (09) calendar months. There is no margin of preference. 3. The procedure will be conducted by international competition using a Call open bidding (AOI) as defined in the Operations Procurement Policy financed by the African Development Bank Group, October 2015 Edition available on the Bank's website at http://www.afdb.org and open to all bidders from eligible countries as defined in the Procurement Framework. 4. Interested and eligible Bidders may obtain information from the Unit Project Management for the Development of the Electricity Distribution System in the City of Bissau, located at Rua Dr Severino Gomes de Pina - Bissau - Tel: 245 95 595 97 20/ 95 607 77 31 -Email: pdsde.bissau@gmail.com and dasilvabep@hotmail.comand take knowledge of the tender documents at the address mentioned below during working hours working from 9 a.m. to 4 p.m. local time. 5. The Bidding Documents in French can be purchased by any interested Bidder in making a written request to the address below against a non-refundable payment of fifty thousand (50,000) Francs CFA or the equivalent in a freely convertible currency. Payment method will be cash from the RAF of the Project or by bank transfer to the DAO account of the project. After payment, the Call for Tenders file will be submitted directly by the Secretariat of the the PDSDE PMU or will be sent by email. 6. Tenders must be delivered to the address below no later than January 31, 2023 at 10 a.m. (local time: GMT+0). Electronic submission of bids will not be permitted. The Late bids will not be accepted. Tenders will be opened in the presence of representatives of tenderers and persons present at the address mentioned below January 31, 2023 at 10:30 a.m. (local time: GMT+0). 7. Tenders must be accompanied by a Tender Guarantee, for an amount of five million five hundred thousand (5,500,000) CFA francs or an equivalent amount in currency freely convertible. The bid guarantee will be valid until the 28th day following the deadline validity of the offer. Offers must be valid for a period of one hundred and twenty-six (126) days following the deadline for submission of tenders. 8.
